Poer needs to be restored from Brussels to the government each nation state, thence to (in the case of the UK) to the individual nations and then to the localities.

How this is to be done will require an all party constitutional conference, as what is being contemplated is going to be a species of federalism, which won't be easy to manage given England's preponderance of population.

What's so difficult about fortnightly collections? It's been a boon where I live in providing a facility for disposal of gardening waste as well as cardboard, etc. I see very few grey (domestic waste)bins, even after 2 weeks, that are so full that the lid's pushed up. If you don't overfill, they don't smell. If you have a large family, you can get a bigger bin. The main problem in giving power "to ordinary people who can take control of their own lives", is that far too many are too lazy or pigheaded to act responsibly.
